Billy Barron
I’ve lived in Parker for 12 years with my wife and daughter. Prior to that, I lived in the Los Rios part of Plano, which is right next to Parker, for almost 20 years.
I am a native Texan. I have a Masters of Science in Computer Science from the University of North Texas. I spent the first decade of my career working for the State of Texas so I have plenty of experience on how government works. After that, I was in private industry doing IT for a couple of decades after that though I retired from that industry about 4 years ago. Now, I am the CFO of an insurance agency and deal with budgets and accounting.
Also, I am believer in volunteering for the community. Currently, I am the treasurer and board member of the Brooks Farm Estates HOA as well as I am a Collin County Master Gardener.

Goals
For many years, Parker stalled out and decayed especially the infrastructure. During my time on council, I helped reverse this trend, but we have a lot more to do.
- Improve infrastructure (roads, drainage and facilities)
- Continue to improve public safety and city services
- Only allow reasonable development including in the ETJ
- Fiscal responsibility and transparency
- Engage with as many residents as possible
- Civil discussion and collaboration
- Invest in education for both staff and our board members
- Well researched and thorough decision making
Achievements
I have volunteered for Parker for years and have improved the community in the following ways:
Roads
I was actively involved in the process of prioritizing and funding the reconstruction of Lewis Lane and Dublin Road. Both were projects that were stalled for far too long before me.
Parks and Recreation
During my tenure as Chairman, I reestablished the Parks and Recreation Commission, which had been dormant for many years, and oversaw the successful return of ParkerFest.
City Staff
I played a key role in hiring both our City Administrator and permanently appointing our City Attorney. I am now focused on helping our new administrator understand Parker’s unique needs.
Police
I was proud to support the initiatives to grow our police department and refine local ordinances, ensuring our officers have the necessary tools to keep Parker safe.
Fire Department
I was proud to support and vote for modernizing Parker’s fire service, voting to hire our first full-time firefighters to ensure more consistent, around the clock protection for our citizens.
Comp Plan
Working with Cindy Meyer, I helped the city reach the finish line on the City of Parker Comprehensive Plan, finally completely a critical roadmap that had been years in the making.
Plats
I went beyond the routine approval process by negotiating with the developers to improve drainage, public safety, and aesthetics.

I served as the Brook Farm Estates HOA Secretary/Treasurer about 10 years and decided it was time to let someone else take their turn. I had called on Billy Barron in the past for information and assistance and felt he was an excellent choice to take our HOA position as Treasurer. He has now served in that position for 5 years and proved that he is very detailed, organized, trustworthy and a task master. Additionally, while I served on the Parker City Council and was Mayor Pro Tem I called on Mr. Barron for his assistance many times. He was always knowledge, current on Parker issues and if needed, researched information before making his decisions.
Mr. Barron has been an asset to the residents of Parker for the past year while serving as a Councilman. He was always been prepared for the many issue for each City Council Meeting. I highly recommend Billy Barron to continue serving on the City Of Parker City Council.
I served with Billy on the Home Rule Charter Commission (HRCC) as well as being neighbors for six years in Brooks Farm. Both while I was Mayor and on the HRCC, he always thoroughly researched the issues of the city and had well informed positions. Billy is passionate about wanting the best of Parker and its residents. He has been an excellent council member and should be elected to continue to serve.
